This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. This is subject to change based on operational needs. The office is located at 1810 16th Street, Sacramento. Relocation is not provided.

About This Role
Under the administrative direction of the Chief Deputy Director, the Chief, Information Technology Division functions as the Division Chief and Chief Information Officer (CIO) overseeing the planning, organizing, and coordinating of the work of the Information Technology Division (ITD), which provides IT services in support of the Department of Human Resources’ (CalHR’s) and the State Personnel Board’s (SPB’s) programs, strategic goals, and business objectives. The CIO serves as the principal policymaker for the Department’s IT programs and services, serves as a member of the Department's Executive team, and is the Chief IT policy advisor to the Executive Staff on all aspects of IT.

Classification
C. E. A. $12,131.00 - $14,453.00 B/month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Special Requirements

Applicants must number and include the full text of the SOQ items in their response. Please include specific examples of your education, training, and/or experience. SOQs should be limited to a maximum of three (3) pages, single-spaced, twelve-point Arial font. Note: Applicants who do not follow these instructions may be disqualified from the selection process. Cover letters and resumes do not take the place of the SOQ.
- Describe your experience developing and implementing innovative IT solutions for a variety of business needs. Include specific examples of your experience that demonstrates the following: Ability to manage a large-scale information technology program; Ability to develop a culture that values diversity and inclusion; Ability to ensure a data and analytics-informed culture of continuous service improvement and evaluation; Ability to collaborate and support innovation and culture change throughout the Division. In your response, please include relevant years of work experience in a managerial capacity that demonstrates your ability to manage the timely delivery of services to customers and staff.
- As a member of the Executive team, you will be expected to lead beyond just the IT function. Describe an experience where you championed an initiative or made a decision that required you to think about the entire organization’s success, even when it meant deprioritizing IT needs or resources.
- Describe your experience with and knowledge of information technology policy development, recommendation, and implementation. In your response, please include specific examples of your ability to facilitate the establishment of priorities and provide policy direction that aligns with an organization’s mission.
- Describe your experience overseeing IT projects. In your response, include an example of an enterprise IT modernization project where you directed, analyzed and developed project plans and budgets to ensure the project was completed on time and within available resources. Please explain the project, budget, your role, and the outcome. In your response, include information to demonstrate your experience with cloud and virtual environments, operational management, and system development and migration strategies.

- Experience with change management, particularly as it applies to implementing new technology and processes on a large scale
- Knowledge of strategic and innovative practices in the IT field
- Program administration experience communicating with executive level management, other state agencies, legislative staff, industry, local governments, etc.
- Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests
- Strong leadership and management team experience demonstrating an ability to create clear goals and expectations, encourage leadership, use sound judgement in managing complex and varied programs
- Experience facilitating collaboration across various stakeholder groups who have different, sometimes conflicting, priorities
- Ability to gain the confidence and support of executive leadership and provide effective advice on regulatory and administrative matters and policies
- Ability to collaborate with others to achieve mutual goals and meet the organizations' and external stakeholders' strategic goals and objectives
- Experience with forecasting and managing a division’s budget.
