Job Description

Work Schedule: Monday – Friday
Primary Hours: 8:00 a.m. – 5:00 p.m.
In accordance with 62 O.S. § 34.301(h)(6) and OAC 260:130-1-2, this position has been designated as executive management and is exempt from the civil service and human capital modernization act and applicable rules.

Position Purpose
The Deputy Chief Technology Officer supports the Chief Technology Officer in advancing the agency’s technology strategy by helping translate strategic direction into practical implementation across complex technology initiatives. This role focuses on maintaining alignment with enterprise architecture standards, supporting effective vendor collaboration, and ensuring modernization efforts are implemented in a coordinated, sustainable manner.
Working closely with the CTO and technology leadership, the Deputy CTO helps identify technical risks, facilitate cross-team coordination, and support decision-making related to system architecture, integration, and modernization initiatives. The position plays an important role in maintaining consistency across technology efforts and in ensuring that solutions support the agency’s long-term operational and technical objectives.
This role contributes to the stability, integration, and long-term sustainability of technology systems that support critical agency operations.
Principal Activities May Include
- Enterprise Architecture & Modernization Oversight
- Support alignment between modernization initiatives and established enterprise architecture standards, integration requirements, and long-term system sustainability.
- Work with vendors and internal teams to maintain alignment between technology solutions, enterprise architecture standards, contractual requirements, and integration expectations.
- Help maintain consistency across enterprise systems by supporting architecture practices that reduce duplication, technical complexity, and long-term operational risk.
- Support modernization efforts by balancing innovation with operational stability, particularly within Medicaid and eligibility systems.
Large-Scale Vendor & Contract Technical Oversight
- Provide executive-level technical oversight of the agency’s largest technology vendors.
- Work with vendors and internal teams to maintain alignment between technology solutions, contractual requirements, enterprise architecture standards, and integration expectations.
- Serve as a primary escalation point for complex vendor-related technical issues, working collaboratively to resolve challenges and maintain progress on key initiatives.
- Review MMIS change orders and service requests from a technical perspective to assess integration impact, system performance considerations, and potential downstream effects.
Systems Integration, Data, and Platform Governance
- Provide oversight of enterprise systems integration frameworks, including standards for how enterprise systems exchange and manage data across the agency’s technology environment.
- Coordinate complex integration efforts across multiple systems and agencies to ensure data consistency, reliability, and interoperability.
- Support the consistent use and strategic alignment of agency technology platforms, such as ServiceNow, automation tools, and emerging technologies.
- Support the responsible use of AI and automation technologies in alignment with agency policies, security standards, and long-term technology strategies.
Risk Management, Technical Readiness, and Continuous Improvement
- Monitor and assess technical risks across modernization initiatives and enterprise systems.
- Provide leadership with clear summaries of technical issues, including potential impacts and recommended approaches.
- Support readiness planning for major system implementations to help ensure smooth deployments and minimize disruption to agency operations.
- Promote continuous improvement by ensuring lessons learned from system implementations or incidents are documented and used to improve future architectural standards, processes, and decision-making.
Executive & Cross-Agency Collaboration
- Represent the Chief Technology Officer in executive, interagency, or vendor discussions as delegated.
- Build alignment across internal teams, vendors, and partner agencies through collaboration, technical expertise, and clear communication.
- Translate complex technical concepts into concise, understandable information that supports executive decision-making.
- Partner with internal and external stakeholders to ensure technology initiatives support operational needs while maintaining alignment with enterprise architecture standards.
- Foster productive working relationships across technology teams, vendors, and partner agencies to support coordinated implementation of technology initiatives.
- Other duties as assigned.
Supervisory Responsibilities
This position may have direct or indirect supervisory responsibility over select senior technical leaders or functions, as delegated by the Chief Technology Officer.
Knowledge, Skills, Abilities and Competency Requirements
This role requires advanced knowledge of enterprise technology architecture, systems integration, data governance, and large-scale public-sector technology implementations, particularly within complex environments like Medicaid systems. The Deputy CTO must demonstrate strong skills in strategic translation, vendor and contract oversight, cross-functional coordination, and risk assessment, along with the ability to communicate complex technical concepts clearly to executive stakeholders. Key abilities include aligning modernization efforts with long-term architecture standards, managing competing priorities across initiatives, fostering collaboration across agencies and vendors, and ensuring operational stability while driving innovation. Aligned to Korn Ferry, this role emphasizes the Thought factor, with core competencies in Strategic Mindset, Manages Complexity, and Ensures Accountability, enabling the leader to guide sustainable technology transformation while maintaining governance, performance, and alignment with agency objectives.
Education and/or Experience
- Bachelor’s degree and 7 years of relevant professional experience in information technology, systems architecture, or technology leadership, including 4 years in a supervisory or senior leadership capacity OR
- An equivalent combination of education and experience as permitted by agency policy.
Preference Qualifications Include
- Experience overseeing large-scale Medicaid or health-related technology systems.
- Experience managing or overseeing system integrators and major technology vendors.
- Strong background in enterprise architecture, data integration, and interoperability.
- Experience operating in complex government or public-sector environments, using institutional knowledge and political realities to drive alignment.
- Demonstrated ability to lead through influence, framing impact over preference, and serving as an executive partner.
Physical Demands and Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
