Position Summary: The Chief Technology Officer (CTO) of Primis Mortgage is the divisional head of technology for Primis Mortgage. The CTO is a senior leader responsible for developing and executing the mortgage company’s technology strategy to support innovation, operational efficiency, regulatory compliance, and long-term growth. This role oversees all aspects of mortgage technology—including core architecture, infrastructure, digital mortgage platforms, data management, equipment rollout, and IT operations—ensuring alignment with business objectives and evolving industry standards.
The CTO acts as a strategic partner to other divisional CTO’s and to executive leadership, especially the Chief Information Officer, enabling the bank to deliver secure, reliable, and customer-centric digital experiences while managing technology risk and driving down operating expense.
Essential Functions
Strategic Leadership, Business Alignment, & Compliance
- Develop and communicate the organization's technology vision, strategy, and policy framework in alignment with overarching business goals.
- Translate business needs into technical solutions, serving as the primary link between the technology department and executive leadership.
- Champion thoughtful leadership and innovation; continuously evaluate emerging technologies, methodologies, and industry trends to deliver tangible business value.
- Lead the planning and execution of large projects for new technology initiatives that support operational success.
- Participant in the development of new systems, system features and products. Install and test on the test system; write procedures ensuring State, OCC, Federal Reserve, UCC, and other regulations including but not limited to Reg. B, C, and U are met. Train others in their proper use and coordinate production turnover.
Technology Operations & Service Delivery
- Ensure the stable, reliable, and effective operation of all technology systems.
- Introduce automation and artificial intelligence that improve business processes and streamline operations therefore reducing expense.
- Develop and manage project plans to ensure the timely and budget-conscious delivery of all technology objectives, from new developments to system enhancements.
- Troubleshoot system problems, research to identify if any system, conversion, or training issues; write system queries to determine the extent of problem and course of corrective action; coordinate with management, software companies, and vendor customer service representatives on problems to achieve satisfactory resolution.
- Act as administrator for Primis Mortgage systems.
- Act as a systems conversion specialist.
- Serve as an escalation point for questions and issues from other team members.
Financial & Vendor Management
- Develop, manage, and exercise complete oversight of the technology department's annual budget and financial resources, ensuring efficient allocation and optimal value.
- Lead the negotiation of all IT service level agreements (SLAs) with both internal and external service providers.
- Effectively manage all relationships and contracts with external technology vendors and service providers, leveraging best practices to enhance service delivery and accountability.
- Regular, reliable, and predictable attendance.
Marginal Functions
- Offer technical guidance to optimize and re-engineer core business process models and their supporting architecture.
- Ensure close collaboration with all business units (HR, Finance, etc.) to capture functional requirements and recommend efficient solutions.
- Participate in annual Disaster Recovery and Business Continuity testing.
- Participate in the development and installation of subsystems with responsibility for testing, ensuring regulatory requirements are met and users are trained prior to production turnover.
- Review new vendor releases to application software, summarize the capability provided by the release, make recommendations as to applicability to current user needs, consider current systems compatibility, and recommend implementation priority.
- Maintain compliance with and adhere to all state and federal regulations and Bank policies and procedures, including, but not limited to Bank Secrecy Act, SAR, CTR, FACT ACT, Community Reinvestment Act, EEO, and fair employment practices.
- All other duties as assigned.
Minimum Educational & Experience Requirements
- Bachelor’s degree in computer science, information technology, or a related field.
- Minimum of 10-15+ years of progressive experience in Information Technology.
- Proven experience as a software engineering manager or in a similar role.
- Demonstrated knowledge of software development methodologies, including Agile and DevOps.
Minimum Skill Requirements
- Extensive knowledge of mortgage delivery systems, mortgage operations, regulations, and compliance requirements.
- Strong expertise in computer systems, application development, and maintenance.
- Proven ability to build effective business relationships and provide high-quality operational support.
- Strong analytical, organizational, time-management, and problem-solving skills.
- Able to work autonomously, make independent decisions, and provide timely status updates.
- Experienced in managing system setup, implementation, and technical issue resolution.
- Adaptable to organizational and technological change; able to work under pressure, high volume, tight deadlines, and flexible hours.
- Excellent verbal and written communication, with the ability to explain complex technical information to non-technical audiences.
- Demonstrated project management and coordination skills.
- Proficient in release-management tools and processes.
- High attention to detail and commitment to quality.
Physical Demands
In terms of an 8-hour workday, “occasional” equals 1% to 33%, “frequent” equals 34% to 66% and “continuous” equals 67% to 100%. However, some duties are performed monthly, annually or sporadically throughout the year and are essential functions.
