Position Overview

The City is seeking a highly accomplished and strategic executive to serve as Director of Engineering Services, reporting to the General Manager of Community Infrastructure. The Director provides overall leadership, professional accountability, and operational oversight for the delivery of municipal engineering services, including project engineering, construction services, infrastructure asset management, and engineering permitting and standards. The Director is responsible for integrated planning, budget development, and execution of the Engineering Services Division’s business plan in alignment with the City’s Strategic Business Plan and departmental priorities. Working collaboratively with Council, senior leadership, internal divisions, external agencies, and the development community, the Director optimizes financial and human resources, advances infrastructure excellence, and supports sustainable, safe, and resilient community outcomes.

Qualifications

With a university degree in a related discipline and eligibility for membership with the Professional Engineers of Ontario, the ideal candidate brings a minimum of six years of senior management experience within large, complex, and unionized public or private sector organizations. A strategic and results-oriented leader, you possess the ability to develop and execute divisional business plans and operating and capital budgets, translate corporate vision into operational outcomes, and align divisional programs with broader organizational objectives. You are recognized for your ability to lead through change, balance competing stakeholder demands, manage conflict, and provide a steady, professional presence within a dynamic environment. Strong communication skills in English are essential, with French verbal proficiency considered a significant asset. Your leadership approach is grounded in emotional intelligence, continuous learning, and a personal commitment to delivering high-quality service to internal and external stakeholders.

Compensation

Expected Compensation Range: $164,229.03 - $193,351.41 CAD.
