Job Description And Duties

The Chief Technology Officer (CTO) provides input to the strategic leadership for CARB’s technology vision and innovation roadmap. This role is responsible for shaping and executing the agency’s IT strategy to ensure a secure, scalable, and future-ready technology environment. The CTO leads cross-functional technical teams in the design, development, and integration of solutions that support CARB’s mission. Key priorities include modernizing legacy systems, advancing cloud adoption, driving automation, and fostering agile practices. The CTO also champions the exploration and implementation of emerging technologies to enhance operational efficiency and deliver long-term value.

Special Requirements

A Statement of Qualifications (SOQ) detailing experience, knowledge, ability, or potential to meet the Desirable Qualifications is required. It is imperative you review the Desirable Qualifications section when responding to the number of questions (4) questions listed below.

  • Describe a time where you've led the maturation of your organization's technology teams in terms of best practices, technical expertise, and operational processes. What strategies did you use to elevate team performance and ensure alignment with business goals?
  • Describe a time when you led or contributed to a high-pressure, fast-paced technology initiative where expectations were unrealistic or constantly shifting. Provide context around the business or technical challenges, the leadership and strategic decisions you made, and how you managed cross-functional teams or stakeholders. Emphasize how you achieved a successful outcome despite the constraints and reflect on how the experience has shaped your leadership style and approach to innovation under pressure.
